- Brown Ground Beef: Add lean ground beef to the onions, cook while breaking up the meat until evenly browned, about 5 minutes. Then add chopped garlic and cook for another 3 minutes, stirring frequently to avoid burning.
- Add Sauce Ingredients and Simmer: Stir in water, tomato sauce, diced tomatoes, soy sauce, Italian seasoning, seasoned salt, and bay leaves. Bring the mixture to a simmer, then cover and cook for 5 minutes, stirring halfway through to blend flavors.
- Cook Pasta in Sauce: Stir in the uncooked elbow macaroni, cover, and simmer over medium heat for 11 to 13 minutes, or until pasta is tender, stirring occasionally to prevent sticking.
- Finish and Serve: Remove from heat, discard the bay leaves, and serve hot.
